Marie Breton joined Alteryx as a Solutions Engineer for its newly formed Public-Sector Division. Jeff Butler leads the Data Management Division of the IRS Research, Applied Analytics, and Statistics organization where he is responsible for managing a peta-scale data environment for advanced analytics that he co-founded. He also spends time helping lead enterprise data and analytics strategy at the IRS. Previously he was Associate Director, Office of Statistical Computing, Department of Transportation where he created DOT’s largest data warehouse and e-Gov initiative, consisting of over 100 transportation databases used for research by universities, trade associations, state DOTs, Metropolitan Planning Organizations, Congress, and the public at large. His emphasis is on large-scale, enterprise-wide projects that use data, advanced analytics, and cutting-edge computing technology to drive new discovery and innovation.
He has over 25 years of experience in statistical computing, machine learning, and data warehousing. He has taught multiple courses in these fields and published or presented at numerous academic, government, and industry venues or conferences. Jim Cochrane recently retired from The United States Postal Service after an over 40 year career with that agency. He was an Officer of the agency for over 10 years and was a member of the Executive Leadership Team for the last six years. His final position at USPS was as the Chief Customer, Sales and Marketing Officer where he directed all Marketing, Sales and Customer Value creation and was responsible for over $70 billion in annual revenue. He developed last mile strategies and shipping solutions that enabled the growth of e-commerce in this country.
Prior to that role he was the Chief Information Officer. In that role he directed one of the largest IT infrastructures in the US. In addition, he directed all engineering and development, payment systems, processing automation and robotics. As CIO he developed a digital strategy that created an Information rich network that leveraged Inteligent Mail barcodes, and billions of tracking events, to track and manage internal operations, and provide increased visibility for customers.
His career background includes extensive knowledge of labor, operations management, logistics, data analytics, digital technology as well as marketing. Andrew Guthrie Ferguson is a Professor of Law at the UDC David A. Clarke School of Law. Professor Ferguson teaches and writes about the intersection of technology and the criminal justice system. He is the author of The Rise of Big Data Policing: Surveillance, Race, and the Future of Law Enforcement (2017) and a national expert on predictive policing and the Fourth Amendment. Data Scientist Wayne Folta enjoys diving into a new problem space, working with customers to clarify their needs and objectives, and using sophisticated tools and analysis to turn their data into insights. His major technical interests are sequence models and deep neural nets. Previously, Wayne developed software in the intelligence community as a government employee and a contractor, and worked in the non-profit world as a video producer. Wayne volunteers in his community, teaching and providing statistical consulting for the local library and others.

Jim is the US chief data scientist of Deloitte Consulting, and a member of Deloitte’s Advanced Analytics and Modeling practice. Jim has extensive experience applying predictive analytics techniques in a variety of public and private sector domains. He has also spearheaded Deloitte’s use of behavioral nudge tactics to more effectively act on model indications and prompt behavior change. Jim is a former professor at the University of Wisconsin-Madison business school, and he holds a PhD in the Philosophy of Science from The University of Chicago. Robert Han is a Director at Elder Research overseeing the Washington, D.C. office. Over the past six years at Elder Research, he has led innovative data science teams that have tackled some of the industry's most challenging data science and analytics problems for both federal government and private sector clients. Some examples include designing and deploying cutting edge machine learning models to identify and prioritize highly suspicious actors (financial market players, medical providers, unemployment insurance recipients, workers compensation beneficiaries) for investigators and analysts; applying various text mining techniques to deploy models (both supervised and unsupervised) and solutions that ingest large amounts of documents from unstructured text; and leveraging network analysis and graph modeling techniques to detect highly suspicious social network behaviors and potential collusion within high profile domains such as the opioid crisis and federal tax fraud.
Prior to joining Elder Research, Robert worked for a global consulting firm as a technology and management consultant, with most of his experience coming from enterprise and supply chain COTS products implementations. Robert also came from a small software start-up as a technology and professional services practitioner. He worked closely with clients across various industries (technology, software, education, finance, government, human resources) and gained experience in cloud software implementations, enterprise technology architectures, agile software development practices, business intelligence and reporting across multiple platforms, change and risk management, and product and project management.

Director, Aviation Readiness and Resource Analysis Department
In June 2015, Mr. Roy W. Harris was selected into the Senior Executive Service to serve as the Director, Aviation Readiness and Resource Analysis Department within the Naval Air Systems Command (NAVAIR) Logistics and Industrial Operations organization. He manages a workforce of over 1,000 logisticians, engineers and operations research analysts across 8 geographic locations. He is responsible for analyzing the impacts of logistics elements, characteristics of weapon systems, and operational deployment patterns on naval aviation readiness in support of the Fleet Response Plan (FRP). The department’s products include readiness & resource assessments, total asset visibility, aviation maintenance information systems and logistics product data. These activities support Navy-wide efforts led by CNAF, HQMC and OPNAV to ensure resource plans are optimally balanced to produce the most affordable readiness solutions. Mr. Harris manages an annual budget exceeding $100M and influences a budget of more than $3B.
Prior to his selection, Mr. Harris served as a lead business analyst in the NAVAIR Enterprise Analysis and Planning office. He reported to the Deputy Commander where he led efforts to transform command business practices such as "cost wise" business execution, increased reliance on analysis-based decision processes, and NAVAIR's operation as part of the Naval Aviation Enterprise (NAE). He provided analytical studies and recommendations on the command’s workforce size, composition and internal operations cost.
Mr. Harris began his career in 1991 as an industrial engineer in the NAVAIR Cost Department, where he worked in a variety of cost estimating roles for major aircraft and weapon systems. He supported major acquisition programs such as the Joint Standoff Weapon (JSOW), AIM-9 Sidewinder, V-22 Osprey, F/A-18 Hornet, EA-18G Growler and the E-2D Advanced Hawkeye. His last position in the Cost Department was a competency manager, where he had responsibility for all cost-related products supporting strike aircraft programs with annual investments of approximately $5B.
Mr. Harris earned his bachelor’s degree in industrial engineering from the Pennsylvania State University and his master’s degree in engineering management from the Virginia Polytechnic Institute and State University. Jon Holladay brings a diverse set of skills and experiences to Deloitte’s Federal Strategy and Operations Finance line. Jon was formerly the Chief Financial Officer at the U.S. Department of Agriculture (USDA). Under the Chief Financial Officer Act of 1990, he was responsible for overseeing “all financial management activities relating to the programs and operations of the USDA.” USDA is one of the largest civilian agencies in the federal government with over 100,000 employees and over one-third of the non-taxable debt. The financial organization of the agency accounts for over $150 billion in program level funds and over $100 billion in loans.

Hudson is a securities lawyer, former regulator, former Congressional investigator, and trade association executive. He has invested his career in applying technological innovations to make regulation, government, and law work better.
Hudson founded the Data Coalition and served as its first executive director. The Data Coalition is the world's largest open data trade association. Its nearly fifty member companies work together to advocate for policy reforms to adopt common data structures across government management and compliance reporting. The Data Coalition has successfully passed multiple data reforms in Congress.
Hudson also founded the Data Foundation, a research nonprofit which works to define an open and standardized future for our society's data. The Data Foundation has published market-leading research in the potential of technology to deliver better government management, create public transparency, and automate compliance tasks. The Foundation also works with government agencies to educate civil servants on how to use government data to solve problems. The Foundation hosts Data Transparency, the largest annual open data conference in the United States.

Carl Hoover has led dozens of data science projects while working with the leading analytics firm Elder Research. His diverse experience includes work in security, counterintelligence, psychology, fraud, finance, insurance, pharmaceuticals, avionics, manufacturing, and robotics. Most of his recent technical work involves triage and ranking models for human-centric prioritization tasks. Over his decade of work with Elder, he's played just about every role in the data science lifecycle including data wrangler, scientist, tech lead, project manager, business manager, executive, and even client. As Chief Technology Officer, Carl leads long-term technical strategy, manages an R&D portfolio and oversees a technical advisory committee focused on cutting-edge data science research and practice. Carl is a contractor with the University of Missouri College of Engineering where he teaches graduate-level courses for NGA's Program of Study in Data Science. Bryan Jones, Owner and Principal Consultant of Strategy First Analytics, is a former Elder Research and federal government employee with over 33 years of experience successfully managing and leading programs and people. Bryan’s focus is to translate the value of analytics and develop an analytics business strategy for government agencies and commercial business operations.
Bryan was the Deputy Assistant Inspector General for the US Postal Service’s Office of Inspector General where he developed their first data analytics unit. This is where he discovered his passion: the combining of business knowledge with the technology and science of data mining to help transform the way government does business.
Under Bryan's leadership the data analytics team grew from 6 employees to 40, from an annual budget of $0 to over $3.5 million, and was elevated from a small support group to directly supporting executive leadership.
With Return on Investment of over 10-fold and with analytics driving strategic planning at USPS OIG, many other government agencies benchmarked Bryan’s work and now use his blueprint to build their own capabilities or to improve their analytics operations in ways that are measurable and transformational.

Klon Kitchen leads tech policy at the Heritage Foundation.
As Heritage’s first Senior Fellow for Technology, National Security, and Science Policy, Klon steers an enterprise-wide, interdisciplinary effort to understand and to shape the Nation’s most important technology issues. This is the first effort of its kind at Heritage and it is another example of how the organization is providing innovative ideas and solutions – guided by conservative constitutional principles.
Klon’s personal research focuses on the intersection of technology and national security, with particular interest in artificial intelligence, autonomous weapons systems, Space, and intelligence issues. He is also a frequent commentator on privacy issues, social media, and the tech industry in general.
A popular speaker, Klon gives talks around the world on topics related to technology and national security, international cybersecurity, artificial intelligence, and social media. He is also a frequent contributor on television, radio, podcasts, and other media.
Prior to joining Heritage, Klon was National Security Advisor to Senator Ben Sasse of Nebraska and also the Staff Director of the National Security and International Trade and Finance Subcommittee for the Senate Committee on Banking, Housing, and Urban Affairs. In these roles he was the Senator’s primary foreign policy and national security advisor, he managed and mentored the Senator’s foreign policy and defense staff, and guided the execution of key legislative priorities.
Before his time on the Hill, Klon spent more than 15 years in the United States Intelligence Community working on counterterrorism, counterproliferation, covert action, and cyber issues. During this time he deployed to multiple combat zones and was awarded a number of honors, including the civilian combat support medal, the civilian expeditionary medal, and a special commendation from the Commander of Joint Special Operations Command.

Associate Director, Enforcement Division’s Whistleblower Office
Ms. McGlosson is a newly appointed Associate Director in the Enforcement Division’s Whistleblower Office at the CFTC and is directing the Enforcement Division’s data analytics strategy.
Through December 2017, Ms. McGlosson was Senior Special Counsel to the SEC’s Deputy Chief Economist and the Division of Economic and Risk Analysis’s Deputy Director, providing guidance and counsel on a wide variety of Commission legal and policy matters. She joined the Division of Economic and Risk Analysis in 2013, to advise Senior Division Staff on Enforcement Division investigation and litigation practices, strategies, and programmatic directives, so that these considerations may be integrated into the development of data-driven, risk analytic programs designed to detect federal securities law violations involving fraud and misconduct. She led the development of the Division’s Office of Risk Assessment. She speaks frequently about the SEC’s and the CFTC’s development and use of data analytics.
Ms. McGlosson joined the SEC in 1998, and served in a variety of positions in the Division of Enforcement, including Senior Counsel to the Director and Deputy Director of Enforcement, Senior Adviser to the Chief of the Office of Market Intelligence, and Senior Counsel in the Office of Chief Counsel. She has also successfully investigated, brought before the Commission, and litigated in U.S. District Court, a number of financial fraud, insider trading, executive compensation, and microcap fraud cases.

Qazaleh Mirsharif is an applied researcher currently employed as machine learning scientist at Figure Eight, applying artificial intelligence, in particular computer vision, to a broad range of real-world problems. She earned her PhD in computer science from University of Houston, Texas while focusing on building computer vision models for studying and evaluating the development of visual attention in infants. She received her MSc in artificial intelligence focusing on processing retinal images to help with early detection of eye diseases, in particular diabetic retinopathy. She currently works on a large variety of projects applying computer vision techniques to digitize on-street parking rules, detect and classify objects in drone and satellite imagery, and rate gif images, just to name a few.

Daniel Morgan is the first Chief Data Officer of the United States
Department of Transportation. As the CDO, he has overall responsibility for
the Departmental data program and data compliance across the Department. He
is responsible for establishing a clear vision of the data managed in DOT
and the application of DOT data for decision-making. He serves as data
strategist and adviser, steward for improving data quality, liaison for data
sharing and developer of new data products.
Prior to assuming this role, Mr. Morgan spent 15 years as a management
consultant, providing services to public and private sector clients in a
variety of areas, including: open government, information technology
governance, capital planning and investment control, enterprise
architecture, and human capital planning.

Ramos is a Lead Data Analyst at MITRE Corporation since 2010, where he has made many significant operational and research contributions to government sponsors in Defense readiness, healthcare and financial fraud analysis, and patient safety. He has expertise in a wide variety of technical domains including data science, modeling & simulation, signal processing, radio and satellite communications, serving in design, analysis, research, and systems engineering roles. Dr. Ramos received a BS and MS in Electrical Engineering from Boston University and Polytechnic Institute of New York, respectively, and a Ph.D. in Computational Electromagnetics from Stevens Institute of Technology.

Christopher Rose is a Principal with Deloitte Consulting’s Strategy & Analytics practice specializing in the execution of complex strategy, enterprise cost reduction, and service delivery model transformation engagements. Chris currently practices in Robotic and Intelligent Automation offering for Deloitte’s Government and Public Services practice. Chris’ robotics and cognitive automation experience includes program strategy, client process and readiness assessments, and bot development/sustainment in the Federal Government, State Government, and Higher Education sectors.

Kris focus’s his energy on understanding the GSA data culture and cultivating and discussing ways to improve information management and data access across the agency. This includes working with GSA leadership on fostering a data governance model that is driven by a Steering Committee, chaired by Kris, and includes senior executives from across all functional areas. Kris has helped GSA prioritizes resources, identifies enterprise data challenges, and to charter cross functional working groups to address data related issues. The working groups include data stewards and IT data strategy teams. The data stewards are most closely associated with the Agencies enterprise applications and help address data quality and redundancy issues. The IT data strategy team is technical engineers and program managers that build and maintain those systems and the data warehouses and data models that transform the data. Together, these working groups have consolidated previously stovepipe processes and technologies and have created common procedures for sharing data across functional areas.

Kevin Stofan is a Customer Facing Data Scientist at DataRobot and an Adjunct Professor at Pennsylvania State University with over 19 years of experience in implementing data analytics solutions. Kevin previously held positions in the DoD and Intel Community and has worked on numerous programs across the government sector. In his role as a Data Scientist with DataRobot he works with commercial and public sector clients throughout the full customer lifecycle to ensure success with implementing machine learning using DataRobot. DataRobot’s customers include organizations within a wide variety of commercial and public sectors including healthcare, banking, insurance, intelligence, and defense.

Robin A Thottungal is the EPA's first chief data scientist focused creating and implementing an agency-wide vision on analytics for effective data-driven decision making. Prior to joining EPA, Robin was at Deloitte Consulting providing strategic advising to client on different aspect of creating a culture of using data within their organization. Mike Thurber is the Lead Data Scientist in Elder Research's Commercial Analytics Group working across multiple teams and industries – including finance, retail, energy, and telecom – to deliver information products that drive business value. Mike’s primary focus is healthcare and insurance, where his projects range from predicting extreme payouts on long-term care claims, and identifying healthcare provider fraud, to measuring the effect of Cesarean delivery on infant health. His expertise in collaboration, data exploration, predictive modeling and rigorous testing, and in remediating the selection bias common to analytic algorithms, creates confidence in the actions recommended by the analytic products of his team.
Mike earned a BS degree in Chemical Engineering from Brigham Young University and a Master's degree in Statistics from Virginia Commonwealth University. For the last four years, Mike has been teaching principles and best practices of predictive modeling to a broad audience of emerging data scientists.

Jaya Tripathi is a Principal Scientist and an advanced analytics expert in The MITRE Corporation’s Information Technology Technical Center.
She is the principal investigator in MITRE's effort to apply health IT concepts to address prescription drug misuse and abuse. She has been working in this domain for many years and has collaborated with law enforcement officials, physicians, policy makers, Board of Pharmacy, academicians and state and Federal partners.
She has been at MITRE for 14 years. Before joining MITRE, Ms. Tripathi worked at several multinational corporations, applying big data analytics on projects such as a customer retention forecasting pilot for a major telecommunications company, and the origin-and-destination revenue management, one of the most significant innovations in the airline industry. She holds master’s degrees in physics and computer science from the University of Texas.

Dave serves as Director of the Operations Support Division for the Administrative Resource Center in Treasury’s Bureau of the Fiscal Service, a Shared Services Provider (SSP) providing administrative services to more than seventy customers across the Federal Government. He is currently involved in the starting up the Administrative Resource Center’s Digital Workforce Support Team and Robotics Process Automation (RPA) initiative. Dave has more than seventeen years of experience with Fiscal Service and has been involved in in various aspects of systems support throughout his federal career, including more than thirty customer implementations into the shared service environment and numerous financial system conversions, upgrades and implementations. He holds a Bachelor of Science degree in Business Administration/Accounting from Fairmont State University and a Master’s in Professional Accountancy from West Virginia University.

David C. Williams was sworn in as the second independent Inspector General (IG) for the U.S. Postal Service on August 20, 2003. Williams is responsible for a staff of more than 1,100 employees -- located in major offices nationwide - that conducts independent audits and investigations for the largest civilian federal agency that has $67 billion in annual revenues, a workforce of 671,687 employees and contractors and nearly 32,528 facilities.
The office is under the general supervision of the nine Postal Service governors and is not subject to any other Postal Service supervision.
In his last position, Williams served as the Deputy Assistant Administrator for Aviation Operations at the Transportation Security Administration (TSA) from August 2002 until August 2003, where he managed the Aviation Inspection Program at federalized airports.
Williams has served as IG for five federal agencies. He was first appointed by President George Bush to serve as IG for the U.S. Nuclear Regulatory Commission from 1989 to 1996. President William Clinton next appointed him IG for the Social Security Administration from 1996 to 1998, and then as IG for of the Department of the Treasury in 1998. In 1999, President Clinton named him as the first IG for Tax Administration of the Department of Treasury, where he directed a staff of 1,050 to detect fraud, waste and abuse. In 2001 President George W. Bush named Williams the Acting IG for HUD, while he was also serving at the Department of the Treasury.
Williams served in the U.S. Army Military Intelligence and began his civilian federal career as a special agent with the U.S. Secret Service. Moving up the career ladder, he served as Director of Operations in the Office of Labor Racketeering at the Department of Labor; the President's Commission on Organized Crime; and as Director of the Office of Special Investigations at the U.S. General Accounting Office. Williams is the recipient of the U.S. Bronze Star and the Vietnamese Medal of Honor for service in Vietnam.
A native of Illinois, Williams graduated from Southern Illinois University, Edwardsville, Ill., and received his Advanced Degree in Education and a Masters in Education from the University of Illinois in Champaign, Ill. He also attended the U.S. Military Intelligence Academy, the Federal Law Enforcement Training Center and the U.S. Secret Service Training Academy.

Ian Williams is the Manager of the Business Intelligence and Analytics Unit within the Chief’s Office at the Toronto Police Service. Ian provides leadership and management of information through governance, project management and data analytics initiatives throughout the organization.
Ian spent nearly 10 years with Statistics Canada prior to working with the Toronto Police Service where has been involved in Organized Crime, Terrorism, and Human Trafficking projects leading up to his current role.
Ian has Masters Degrees in Public Policy, Administration & Law, as well as in Spatial Analysis. He also holds a BA in Geographic Analysis as well as a Graduate Diploma’s in Justice System Administration and International & Security Studies.

Jane Wiseman leads the Institute for Excellence in Government, a non-profit consulting firm dedicated to improving government performance. She is also an Innovations in American Government Fellow at the Ash Center for Democratic Governance and Innovation. She has served as an appointed official in government and as a financial advisor and consultant to government.
Her current consulting, research, and writing focus on government innovation, data-driven decision-making and operational efficiency in government. With the Harvard Ash Center, she supports a national network of urban Chief Data Officers to accelerate the use of analytics in local government. With Harvard Ash Center, she created an open platform for government access to the best examples of government operational efficiency approaches, with case studies showing successful implementation. She has advised the US cities funded by Bloomberg Philanthropies in their Mayors Challenge competition. She has written on customer-centric government, data-driven decision-making in government, pretrial justice, and 311 for a variety of audiences.
Her prior consulting work has included organizational strategy, performance management and eGovernment strategy work for Accenture and Price Waterhouse. Selected clients include the National Governor’s Association, the United States Department of Veterans Affairs, the National Criminal Justice Association, the Commonwealth of Massachusetts, the United States Postal Service, the State of Michigan, the United States Department of Housing and Urban Development, and the United States Department of Commerce.
Ms. Wiseman has served as Assistant Secretary, Massachusetts Executive Office of Public Safety and as Assistant to the Director for Strategic Planning, National Institute of Justice, United States Department of Justice. Cal Zemelman serves as a Director at CVP and is in charge of innovation and growth efforts across the firm through a variety of corporate and client engagements. He has designed and developed data science and advanced analytics capabilities in the Cloud for both government and commercial clients.
